Tariff Subheading: 2933.59.10 Description: The creation/insertion of tariff subheading 2933.59.10 i.e. “--- Trimethoprim (INN). The rate of customs duty is free, in respect of the general rate of duty, the European Union (EU) rate of customs duty, and the Southern African Development Community (SADC) rate of customs duty. Additional comments: In the Government Gazette of 28 October 2005 a notice appeared in respect of a tariff application for the proposed reduction in the rate of customs duty of Trimethoprim from 10% ad valorem to free of customs duty. The application was brought by Kirsch Pharma South Africa (Pty) Ltd. The International Trade Administration Commission of South Africa (ITAC) reasoning and recommendations contained in Report No.163. Comment Due: No comments due. Opportunity: Importers of Trimethoprim are no able to import it without the payment of any customs duty. Tariff Subheadings: 8708.60.05, 8708.99.07 Description: The rate of customs duty on bearing housings incorporating bearings for non-driving axles and on bearing housings incorporating bearings for drive-axles have been reduced to a rate of customs duty of free, in respect of the general rate of duty, the and European Union (EU) rate of duty. Additional comments: In the Government Gazette of 22 July 2005 a notice appeared in respect of a tariff application for the proposed reduction in the rate of customs duty on bearing housings incorporating bearings for non-axles and on bearing housings incorporating bearings for drive-axles, to free of customs duty. The application was initiated by Hudaco Trading Ltd t/a Bearings International. The International Trade Administration Commission of South Africa (ITAC) reasoning and recommendations contained in Report No.150. Comment Due: No comments due. Opportunity: Importers of bearing housings incorporating bearings for non-driving axles and on bearing housings incorporating bearings for drive-axles are no able to import it without the payment of any customs duty. Tariff Subheadings: 12.01, 15.07, 3824.90.03 Description: The proposed creation of a rebate of the customs duty on soya beans, classifiable under tariff heading 12.01, for extraction of soya bean oil, classifiable under tariff heading 15.07, to be used by the registrant in the production of biodiesel as defined in additional note 1(a) to Chapter 38, classifiable in tariff subheading 3824.90.03 Additional comments: According to the notice Sasol Nitro is considering the establishment of a plant to produce bio- diesel from soya beans. Current soya bean production in the Southern African Customs Union (SACU) is insufficient for a viable plant. The current SACU soya bean crop is fully utilized and large quantities of soya oilcake have to be imported by animal feed producers. Comment Due: 18 August 2006 Opportunity: Southern African Customs Union (SACU) manufacturers of the product should consider opposing the application, whilst importers of the product should consider supporting the application. Additional comments: The application was lodged by Airtronic Spares who stated that there is no Southern African Customs Union (SACU) manufacturers of single-phase fractional horsepower electric motors and that the current rate of duty does not serve a protective purpose, but is a cost burden to the industry. Comment Due: 11 August 2006 Opportunity: Southern African Customs Union (SACU) manufacturers of the product should consider opposing the application, whilst importers of the product should consider supporting the application. Tariff Subheading: 8309.90.05 Description: The proposed reduction in the rate of customs duty on threaded bungs, classifiable under tariff subheading 8309.09.05, and flange gaskets packed in sets for steel drums, whether or not presented with bung covers, classifiable under tariff subheading 8309.90.05. Additional comments: The application was lodged by Greif South Africa (Pty) Ltd who stated that threaded bungs and bung covers, are not manufactured in the Southern African Customs Union (SACU) and it is therefore not fair to pay the high customs duty of 5% ad valorem.

Additional comments: The application was lodged by Aspen Pharmacare who stated that Tenoforvir Disproxil Fumarate which is used as an active ingredient in the manufacture of anti retroviral medicines is not manufactured in the South African Customs Union (SACU). Additional comments: The application was lodged by Mondi South Africa Ltd, which represents 100% of the Southern African Customs Union (SACU) industry production volume. The company alleges that it cannot compete with the low prices offered to importers and that the allegedly dumped exported products are causing material injury. Additional comments: In the Government Gazette of 23 July 2004 the International Trade Administration Commission of South Africa (ITAC) initiated an Interim Review, and a Sunset Review, both in respect of carbon black (carbon blacks and other forms of carbon black not elsewhere specified or included).
